Human Resources Advisor, 2011 MB Floods Recovery Operations (Winnipeg)

The Canadian Red Cross Society, a non-profit, humanitarian organization dedicated to helping Canadians, as well as the most vulnerable throughout the world, is seeking a HR Advisor, 2011 MB Floods Recovery Operations.   Reporting to the Manager, Human Resources, the HR Advisor, 2011 MB Floods Recovery Operations, is responsible for providing HR expertise and support the 2011 MB Floods Recovery Operations team with the administration and coordination of HR and Employee Management Cycle activities including but not limited to  employee relations, recruitment, orientation, onboarding performance management, coaching and development, learning and development, and change in accordance with Canadian Red Cross established policies and procedures, relevant legislation and government guideline.

As the primary HR point of contact for day to day activities for the 2011 MB Floods Recovery Operations team, this role ensures information sharing between the 2011 MB Floods Recovery Operations team and the HR functions and works closely across relevant teams to ensure seamless delivery of service to the 2011 MB Floods Recovery Operations team.

Key Responsibilities

Human Resources Advising

  • Keeps Manager, Human Resources, National Office informed of HR needs, issues, activities and their outcomes related to the 2011 MB Floods Recovery Operations team and engages their support and expertise on complex or non-routine matters and escalates as appropriate.
  • Advises Director and Deputy Director, 2011 MB Floods Recovery Operations team as required
  • Develops an in-depth understanding of the Manitoba Floods Recovery Operations team.
  • Provides coaching and advice to managers and employees on HR matters including the interpretation of the HR processes and policies, staffing/hiring, employee relations, performance management, talent management, compensation, culture, change management, and other confidential tasks/projects when required
  • Responds to team-member related concerns or complaints, and under the guidance of the Manager, HR, in a timely manner and participates in their effective resolution.
  • Responds to inquiries from supervisors and employees regarding HR policies and procedures, benefits coverage, vacation and absence entitlements etc.
  • Provides guidance to clients and client groups on HR related information or where to obtain information as required;
  • Coordinates, collates and provides standard reporting for client groups and provides information for reporting to HR team;
  • Strives to consistently provide excellent client service;
  • Creates, updates and maintains accurate information in employee personnel files;
  • Prepares correspondence for changes i.e., title changes, salary increases, status changes, etc. using proper process and tools;
  • Ensures all pertinent documents are completed and disseminated to appropriate people, teams or departments
  • Coordinates the submission of invoices and other expenses related to HR activities

Recruitment and Onboarding

The HR Advisor facilitates the recruitment and selection process, ensuring appropriate handover and information sharing with HR and Payroll as required.
  • Coordinates the recruitment activities ensuring completion of process steps
  • Advises the Manager, Human Resources, National Office of any red flags anywhere along the recruitment process
  • Ensures ”Authorizations to Hire” requisitions are completed and signed for approval
  • Ensures and coordinates the accurate completion of draft position posters; and recommends posting locations and posts.
  • Working with client groups, coordinates screening process:
  • Creates and prepares competition files ensuring all pertinent information is included i.e. résumés, job description, poster etc.
  • Monitors and files all incoming applications and vets for internal applicants
  • Scans and reviews resumes for eligibility, when required
  • Coordinates applications and distributes them to hiring supervisor
  • Coordinates pre-screening questions with hiring supervisor
  • Coordinates and performs phone and/or email screenings and prepares results for hiring manager
  • Prepares interview questions and testing scenarios with hiring manager
  • Coordinates and performs interviews. 
  • Coordinates reference checks and performs checks when required
  • Communicates with successful and non-successful candidates
  • Extends and negotiates, if necessary, offers of employment, prepares letters of offer or Managerial Agreements
  • Coordinates onboarding and orientation of new staff
  • Coordinates the sending and receipt of all compliance documents and letters of offer
  • Maintains new hire check list and completes for each new hire
  • Prepares Employee Status Change forms (ESC) for signature by Manager, Human Resources, National Office or her designate and submits to payroll
  • Prepares orientation kits and meets with new staff members for on-boarding
  • Create and maintain personnel files

Orientation, Learning and Development:

The HR Advisor supports the development/implementation of programs within 2011 Manitoba Floods Recovery Operations team as it relates to HR systems and procedures
  • Supports, and where required, delivers training to HR team, managers, and other recipients on HR initiatives.
  • Orients new personnel with CRC policies, procedures, learning and development requirements, guidelines and other identified information;
  • Ensures proper recording of compliance orientation and documents
  • In conjunction with other relevant CRC team members, supports the 2011 MB Floods Recovery Operations supervisors in the orientation or training of personnel to the 2011 MB Floods Recovery Operations team, its requirements, activities, processes and procedures, as determined by the Director and the Deputy Director, 2011 MB Floods Recovery Operations and the Manager, Human Resources, National Office.

Supports an effective team

  • Works collaboratively with colleagues across the HR team to share best practices and support efficient use of resources.
  • Actively participates and represents the Human Resources department in internal committees as required.
  • Provides back up for other team members during periods of leave, large scale emergency response, or high workload.
  • Follows all CRC’s policies and procedures required to maintain a positive, healthy and safe working environment.

Other Responsibilities

  • Maintains effective working relationships across the organization and at all levels.
  • Integrates volunteer resources within the scope of responsibilities, as required.
  • Participates in disaster planning, preparation and response, as required.
  • Contributes to a healthy and safe working environment.
  • Performs other duties, as required.

QUALIFICATIONS

  • Minimum qualifications for this job are a Diploma in Human Resources Management and between three and five (3-5) years of job-related work experience, or an equivalent combination of education and experience
  • Possession of, or working towards, the C.H.R.P. designation is an asset
  • Experience working with First Nations people is an asset

KNOWLEDGE

  • Knowledge and experience with human resource information systems is an asset
