Position: Community Economic Development (CED) Manager

Reporting directly to the Executive Director, the Community Economic Development Manager is responsible for:

Managing, developing, and implementing new ideas to enhance NEWC’s social enterprise the Up Shoppe (www.upshoppe.ca)

Developing and implementing new employment programs for women facing multiple barriers based on funding and community need

Developing and implementing NEWC’s volunteer program based on community need

Supervising staff and volunteers in NEWC’s Community Economic Development Programs

Promoting NEWC and the Up Shoppe in the community through social media and website development/maintenance; creating, updating, and distributing brochures and posters; community networking; presentations; and more

Researching new funding opportunities and writing funding proposals/reports as needed.

The CED Manager reports to the Executive Director; is a member of the Management Team; and oversees the Community Development and Community Economic Development Programs of the North End Women’s Centre.

The successful candidate will have following qualifications, experience and skills:

Post-secondary degree or certificate in the social services, administration, or business fields

Experience in retail and/or social enterprise management with a demonstrated knowledge of communications and marketing strategies

Minimum 2 years experience supervising staff and/or volunteers

Demonstrated ability to develop and implement employment and/or volunteer programs for women facing multiple barriers

Knowledge of, and experience working with, Aboriginal people particularly in terms of the historical context, traditions, teachings as well as the unique barriers Aboriginal women face

Knowledge of the impacts of poverty, addictions, violence, and dependency on women

Knowledge of the Community Economic Development principles and the resources available to women in the North End

Strong time management, organizational, decision making, and problem solving skills

Extensive computer skills with a proficiency in Microsoft Office and knowledge of social media and website development/maintenance

Exceptional written and verbal communication skills

Research, proposal writing, and report writing skills an asset

Fundraising and event planning experience an asset

Job Status: Permanent, Full Time - 37.5 hours a week (Monday to Friday 8:30 – 4:30)

Salary Range: $ 42,900 – $ 48,750 (dependent on qualifications and experience)

Position Summary: Under the supervision of the Director of Programming (DP), the Community Resource Program Manager (CRPM) – IRCOM House Isabel is an innovative and self-motivated individual committed to IRCOM’s vision and mandate of empowering newcomer families to settle and integrate into the wider community through affordable transitional housing, programs, and services. The CRPM is a vibrant, resourceful individual with strong communication and interpersonal skills and is able to meet the challenges of working with a culturally diverse group of community members. The CRPM will exhibit and uphold IRCOM’s core values of integration, inclusion, social justice and empowerment and they will work in a way that is people-centered, holistic and partnership based.

Objective: Based at our new site IRCOM House Isabel, the objective of this position is to provide support to IRCOM community members as they transition into their new environment as well as to build meaningful partnerships with groups that can support the settlement process. The CRPM manages the development, delivery and evaluation of all Community Resource Programs activities and services, including special projects. The CRPM will oversee the CRP Team at IRCOM Isabel and ensure their collaboration with other IRCOM programs, as well as relevant external partners, to facilitate access to community resources for newcomers. The CRPM works with and supports IRCOM staff and community leaders to help our community members build awareness and education around issues related to life in Canada.



Community Resource Program Leadership & Support

Jointly with the CRP Manager – IRCOM House Ellen, provide overall and coordinated leadership and vision for the CRP program across both sites



 Manage the CRP Program at IRCOM House Isabel

 Deliver and oversee CRP staff in delivering core settlement supports to tenants including: needs assessments and goal setting, regular home visits, drop in visits, and new tenant orientation meetings and follow up

 Work with CRP staff to ensure timely and quality response to tenants’ needs and questions

 Assist tenants and newcomer community members in accessing information, resources and supports in key settlement areas such as education, employment & training, parenting, health, and social supports

 Support CRP staff dealing with high needs families and individuals and provide feedback and advice on the process of case coordination and advocacy with relevant systems

 Facilitate meetings with relevant stakeholders to explore larger system inequities, gaps and opportunities

 Be knowledgeable and ensure friendly service and relevant referrals to appropriate agencies, for non-tenant/non-newcomer community members who ‘drop in’

Program Development and Management

Collaborate with CRP Manager at Ellen to review program goals and objectives as well as funding proposals, and develop a CRP Annual Program Plan, including annual program calendar, in consultation with program staff at both sites



 Lead CRP team at IRCOM House Isabel in ongoing program and resource development

 Research and identify demographic changes, trends and arising issues and adapt programming accordingly

 Research innovative models of settlement and incorporate new elements into programming

 Provide supports to special projects staff as required (project planning, implementation, financial monitoring, evaluation, reporting)

 Monitor and internally evaluate all Community Resource Programs and activities, and provide recommendations to Senior Management

IRCOM/Tenant Community Engagement, Education & Support

With significant input and participation from CRP staff & tenant and community leaders:

Coordinate the planning, organizing and facilitation of monthly educational and information workshops, of semi-annual community meetings for tenants, and regular community consultations

Educate community members on rights and responsibilities in Canada



 

Advocate for and support self-advocacy of newcomer community members

Refer community members to programs and services offered by IRCOM and other organizations

Build positive and trusting relationships with community members

In complex cases, assist staff with mediation of complaints and conflicts involving community members

With a community development approach, coordinate Tenant Leaders and support tenant-led initiatives as well as gather meaningful input into IRCOM programs and services

Coordinate special events that support community building & integration with a particular focus on building Aboriginal-newcomer connections



Cross-Program Coordination and Collaboration

Ensure regular meetings with CRP, ASP and Housing staff are held to coordinate programming and ensure a holistic approach is used to support tenants and program participants



 Ensure CRP follow up occurs

 Seek opportunities for cross-program collaboration, where relevant

 Work with other programs on joint projects and/or the development of new or special programs in response to newcomer needs

 Collaborate with Director of Housing with selection of new tenants, when high need situations arise

Community Development and Partnerships

Develop and nurture relevant partnerships for the CRP to strengthen linkages and referrals with other newcomer serving agencies



 Develop and nurture partnerships in the Centennial neighbourhood with local organizations, schools and community groups

 Ensure IRCOM representation on immigrant and refugee networks (e.g., NOWAN) and/or on other relevant community coalitions

 Create joint programs and enrichment projects with partner groups for the benefit of the newcomer community and our neighbours

Human Resource Management

Provide direct supervision, and ongoing mentoring, coaching and supports to CRP staff, recognizing performance excellence and addressing performance challenges in a timely manner



 Provide annual performance evaluations to all CRP staff at IRCOM House Isabel

 Oversee the hiring, orientation and training, as well as facility and equipment set up, of new CRP staff

 Deal with staff related conflicts or issues as they arise, using conflict mediation techniques and/or accessing support from the Director of Programming as needed

 Work with IRCOM Volunteer Coordinator to provide input into planning regarding practicum and volunteer placements

 Oversee or delegate supervision of CRP practicum students and volunteers

 Design and deliver program specific training to CRP staff in conjunction with the CRPM at IRCOM House Ellen and support from the Director of Training & Development

 Work with Director of Training and Development to coordinate relevant professional development

Administration

Be conversant with and uphold IRCOM policies, procedures and values



 Ensure the CRP Toolkit is updated and maintained

 Ensure CRP staff training materials are updated and maintained

 Ensure an updated information and referrals system is maintained (e.g., updated resource file, thematic info sheets, information bulletin boards)

 Ensure CRP staff maintain accurate documentation of all CRP activities related to contacts/activities with tenants, as well as contacts with partner organizations and staff

 Compose program summary of activities for the IRCOM Annual Report and/or for public information with input from CRP staff

 Compile relevant program statistics and data, develop updated information tracking systems, and ensure funder-driven data entry occurs

 Compile narrative as well as financial reports on CRP initiatives, as per funding guidelines

 Submit monthly narrative reports to DP/funders, as well as any other relevant reporting related to the position


Fundraising and Financial Management
 Based on IRCOM Strategic Priorities, program growth and community / partner needs, determine resource needs in conjunction with the CRPM at IRCOM House Ellen

 In coordination with the DP, research appropriate funders and pursue funds through grant writing and funder relations in conjunction with the CRPM at IRCOM House Ellen

 Assist CRP programs and special projects in the creation and management of annual program budgets

 Prepare, negotiate and request amendments as needed to CRP annual budgets

 Work with IRCOM’s accountant to set up CRP cash flow, and manage funds within the approved budget

 Monitor CRP claims and expenses

 Participate in organizational fund development as requested

Organizational Leadership

As part of the management team, provide organizational leadership, including active participation in management and strategic meetings



 Represent IRCOM at external presentations and functions, when relevant

 Participate in the development of organizational policies and program procedures

 Take part in the planning and execution of broader organizational activities (e.g. change management, risk assessment), where relevant

Communication

Maintain open communication with all IRCOM staff, partners, community members and funders



 Meet regularly with the CRP team at Ellen to maintain strong internal communications and coordinate programming across both sites

 Attend and actively participate in IRCOM management meetings, staff meetings and strategic planning

 Write content for the IRCOM website and tenant newsletter or delegate as appropriate

 Attend High Needs Support Team meetings

 Work with the DP to engage local media to promote IRCOM programs and newcomer issues

Perform other duties as requested by the Director of Programming and/or the Executive Director

Qualifications

Essentials

Bachelor’s degree in a relevant field (i.e.: community or international development, social work, conflict resolution, cultural studies) plus a minimum 3 years’ experience in government, community or the not-for-profit sector and/or an equivalent combination of skills and experience.

Proven program management and supervisory experience with a strength based approach

Experience in building strong, collaborative teams

High level interpersonal and cross-cultural communication skills including strong English written and oral communication skills

Deep awareness of the refugee experience and/or the immigration process

Strong organizational skills and administrative skills with the demonstrated ability to prioritize tasks in a complex and fast paced job environment

Proven experience in writing and managing grants, including budget development and monitoring

Demonstrated understanding of and familiarity with Canadian systems, institutions and laws and how they apply to the newcomer community

Experience in program design, delivery and evaluation, ideally in a settlement or community development setting

Ability to authentically engage community using community development approaches and develop programming that is responsive to community

Demonstrated ability to provide case management and manage crisis situations in a complex cross-cultural setting

Demonstrated conflict prevention, management and resolution skills

Demonstrated commitment and insight towards consensus building and inclusive, community decision making processes

Must be open-minded, resourceful, highly motivated, creative, independent and a team player

Proficiency and familiarity with Microsoft Office suite

Clear Criminal Record Check and Child Abuse Registry Check

Hours of work

This is a full-time position for a maximum of 37.5 hours per week. Most of the CRPM’s hours will take place between 9 - 5 PM, Monday to Friday with one evening shift and some additional evenings/weekends as per the needs of IRCOM programs.

The salary range for this position begins at $39, 732.00.

Hijab-wearing Soccer Team


It started as a friendly game of high school soccer in Aurora, Colorado, until Samah Aidah was benched for wearing her hijab. The refs deemed it “dangerous.” Their call came on the heels of a ruling from world soccer’s governing body, FIFA, which had lifted a seven-year ban on players wearing turbans and hijabs after a two-year trial period. Players had been allowed to wear “sport-specific head scarves” during that time as a test — no one was ever injured.

The goal of the project is to build relationships with communities to develop culturally responsive resources and

increase breast cancer screening participation rates among Manitoba First Nations people. The Community Health

Worker Facilitator (CHWF) will use a community strengths based approach when working with health care workers

(CHR’s, CHW’s, NIC’s, etc.) from several Manitoba First Nations communities. Working in partnership with the

FNMICC Unit, BreastCheck and communities, the CHWF will develop an information tool kit to be used by health care

workers across the province when talking to First Nations women about breast cancer screening.


Qualifications: The successful contractor will be knowledgeable and passionate about First Nations women’s health




issues, be able to work effectively as part of a team, be comfortable working with the public, and be able to maintain

confidentiality. Previous experience in community-based facilitation or adult education delivery is required. Previous

experience in educational resource development would be an asset. The contractor must be willing to travel

occasionally within Manitoba. A current driver’s license is required and access to a vehicle for work purposes would

be beneficial. Some evening and weekend work may be required depending on community needs.
